After 54 years should Malaysian Indians still keep nambikai (faith) in BN government?

Each time the PM is hard pressed by some scandal or allegation by PR, some offers are promised for the Indian community. Last week PM Datuk Najib announced that Datuk Palanivel is now the lead minister. Datuk Palanivel the MIC president is already the ministerfor the socio-economic development of the Indian community in the PMO. I wonder what difference it makes now. At the same occasion in Puchong SRJK(T) kinrara, Datuk Najib called all Tamil educationist to come out with a blueprint on how to take Tamil schools forward. This clearly shows the government does not have any policy framework to improvise Tamil schools or for that matter Indian community after 54 years of rule. UMNO has robbed the future of one generation of Indian students who did not have proper facilities and support from government. Thanks to the other component parties of BN. The BN government allowed Tamil schools to continue this far because of Indian votes. They know that Tamil school is close to the heart of every Tamil and closing Tamil school will be political suicide. But they wanted Tamil schools to die on its own without them closing it. Fortunately the Indian community supported it till today.

PM also announced that government had allocated RM340 million for physical and infrastructure development for Tamil schools across the nation. He said, in terms of management and administration, the government had invested about RM2 billion for Tamil schools since 2009. If these monies were spent on Tamil schools, they will be better off than national type schools. I wish the lead minister or the prime minister gives a breakdown of the billions spent. All these monies were spent without a proper blue print. We hear from MIC ministers and PM that millions and now billions spent on the 524 Tamil schools, still 322 schools are in private land and get minimal support. I am puzzled how they spent so much money and yet physical and living conditions of the 322 schools are in dilapidated conditions.

The passing rate of in UPSR examination in Tamil schools is 50-53%. Which is low compared with national and Chinese schools. Many studies were made and presented but the government was not bothered to follow through it. Many UMNO leaders have said that they don’t need Indian votes. They were winning big. Now that the Chinese voters want a political change and Malay voters too have realized that with all the bumiputra policies, Malays are still poor and vulnerable to economic changes.  Educated Malays who form a large section in Malay society are thinking beyond the UMNO political propaganda.

Indian society should learn to remain politically relevant. We cannot afford to be on the wrong side of political changes. Malaysian Indians should not depend on the PM to offer goodies now and then. We need government policy changes that take us as citizens of this country and therefore entitled to equal treatment. Non Malays were disqualified in the offer of scholarships, job opportunities, government contracts and GLCs. Malaysian policies are worse than apartheid. UMNO comes out with policies that will deliberately disqualify the non Malays in securing contracts or anything from government. That racist, nefarious and hypocritical is UMNO. Yet they have no qualms in accepting sin tax from gambling and alcohol that are paid by non Malays.

It is timely now for a new blue print and development plan for Tamil schools to be submitted to both PR and BN. Tamil schools need to be transformed into a center where students also learn soft and social skills, positive attitude and become thinkers. Tamil school students must be successful in secondary school and beyond. Students should not end with Tamil education but make Tamil a global language for others to learn Tamil langauge. The negative influence of MIC must be wiped and removed from Tamil schools. A new blue print in the changing political and economic environment is urgently needed. It’s now or never

UMNO insults and degrades non Malays but no qualm robbing them their share of wealth

UMNO the dominant party of BN has long treated the non Malays and non Muslims as second class citizen. With the mass influx of Muslim foreign workers the non Malays and non Muslims even rank after them further down. This is the political structure which Malaysians don’t talk in the open but everybody knows and lives and moves about accordingly without upsetting each other. That is the strength or weakness of Malaysians. The UMNO politician may not say it himself but when others say so he will be indifferent or silently encourage it. They implemented racist policies and practices all the way right from 1970 in the name of equality and fairness. They deprived the non Malays and non Muslims their fair share of their own sweat and blood. That nefarious and hypocritical are UMNO politicians when dealing with rights of non Malays and non Muslims.

UMNO leaders have introduced policies and procedures that will knock off the non Malays and non Muslims from scholarships, university enrolment, government employment, procurements and contracts from eligibility to compete and bid. This blatant blockage has reduced and eliminated the participation of non Malays and non Muslims in civil service, uniformed service, providing services to government and its agencies. The non Malays and non Muslims were reduced to the periphery in education and medical services.

But all these racial policies have reduced and restricted Malaysian competitiveness, efficiency and integrity. Malaysian economy is heading nowhere despite all the transformational programs. These preferential state ethnic policies have stifled the quality of reasoned and informed decisions and thinking in the government decision making bodies. Recruitment and promotion is race based and not meritocracy.  As a consequence of these racial policies many Malays themselves have grown despondent and start distancing from UMNO.

The educated and informed Malays could see the duplicity and self enriching actions of UMNO leadership.  Majority of Malays are still vulnerable and affected by the economic uncertainties and very dependent on government aid. But a small section of elite UMNOPUTRAS have enriched themselves at the expense of state coffers. The vast majority of Malays poor are hoodwinked and bribed in the name of race and religion to support these few elite UMNOPUTRAS. UMNO is fighting tooth and nail to keep these Malay poor in good humor by giving goodies and cash. When the competition for the Malay heartland is intense the role of non Malays and non Muslims will decide which way Malaysian politics will go.

The non Malays especially Indians must believe that their one vote counts and makes a difference. The minorities are the king makers. They must be registered as voters first and vote during general elections. Indians must discard the thinking that whether Rama rules or Ravana rules, nothing going to change. There is difference in Rama’s and Ravana’s rule. Our future is in our hand and not in the UMNOPUTRAS hand. Make hay when the sun shines. Sail when the wind blows. This is the moment. Let’s not miss it and blame everybody else except ourselves. It’s now or never.

Dr. S. Ramakrishnan minta MENTERI PELAJARAN menyatakan:

 

(a)          peratusan peruntukan pendidikan yang telah diagihkan untuk pembiayaan pendidikan sekolah Tamil, Cina dan kebangsaan merujuk kepada Bajet Negara tahun 2008, 2009, 2010 dan 2011; dan

 

(b)          apakah tindakan kerajaan untuk menyelesaikan masalah yang dihadapi oleh sekolah Tamil dan Cina yang selalu mengadu kekurangan guru-guru terlatih.

JAWAPAN:

Untuk makluman Ahli Yang Berhormat,

 

(a)       Dari tahun 2008 hingga 2011, peruntukan pembangunan yang telah diagihkan kepada sekolah bantuan Kerajaan bagi Sekolah Jenis Kebangsaan Cina (SJKC) sebanyak RM236.1 juta, Sekolah Jenis Kebangsaan Tamil (SJKT) sebanyak RM186 juta. Manakala dalam tempoh tersebut Sekolah Kebangsaan (SK) telah diperuntukan sebanyak RM4.5 bilion.

 

(b)          Kementerian Pelajaran Malaysia (KPM) sentiasa merancang dari semasa ke semasa untuk memastikan keperluan bekalan guru mencukupi bagi semua jenis sekolah sama ada di peringkat rendah ataupun menengah. Unjuran keperluan guru dibuat dengan mengambil kira keperluan pelbagai jenis aliran sekolah termasuklah Sekolah Jenis Kebangsaan Tamil. Justeru, pelbagai program latihan perguruan jangka pendek dan jangka panjang seperti Ijazah Sarjana Muda Perguruan, Kursus Perguruan Lepasan Ijazah, Diploma Pendidikan, dan Kursus Dalam Cuti dijalankan di Institusi Pengajian Tinggi Awam dan Institusi Pendidikan Guru bagi membekalkan guru terlatih bagi semua opsyen di semua yang memerlukan guru.

Dr. S. Ramakrishnan minta MENTERI SUMBER MANUSIA menyatakan peratusan pekerja ladang kaum India yang mendapat manfaat dalam Skim Pembiayaan Perumahan Kos Rendah di bawah Bajet Negara yang melibatkan peruntukan sebanyak RM50 juta.

 

 

JAWAPAN:

 

Tuan Yang Di-Pertua,

 

Skim Pembiayaan Perumahan Kos Rendah bagi Pekerja estet-pekerja Estet (SPPKR-PPE) diwujudkan lanjutan pembentangan Bajet 2011 yang dibuat oleh Y.A.B. Perdana Menteri mengenai pemilikan rumah di kalangan pekerja-pekerja estet.

 

Kementerian Sumber Manusia (KSM) melalui Jabatan Tenaga Kerja (JTK) adalah agensi penyelaras kepada skim ini. Manakala Bank Simpanan Nasional (BSN) adalah agensi pelaksana yang menguruskan pembiayaan. Antara objektif program ini adalah untuk meningkatkan kebajikan pekerja estet dengan menyediakan kemudahan pinjaman bagi membolehkan mereka memiliki rumah. Ini adalah sebagai satu bentuk jaminan kebajikan kepada pekerja setelah tamat perkhidmatan mereka di samping untuk menggalakkan warga tempatan bekerja di sektor perladangan dan seterusnya mengurangkan kebergantungan terhadap pekerja asing. Skim ini menawarkan pinjaman maksima sehingga RM60,000 dengan kadar faedah serendah 4% dengan tempoh pinjaman sehingga 40 tahun menjangkau generasi kedua.

Dr. S. Ramakrishnan minta MENTERI PERTANIAN DAN INDUSTRI ASAS TANI menyatakan:

 

(a)       apakah langkah kerajaan bagi membantu golongan penternak lembu dan kambing di bandar yang tiada kawasan khas sehingga menyebabkan ternakan mereka berkeliaran dan menceroboh kawasan orang lain; dan

(b)       adakah kerajaan akan menyediakan kawasan khas untuk penternak-penternak ini serta jabatan manakah yang mengendalikan perkara ini. Nyatakan alamat lengkap untuk negeri Johor dan Selangor.

JAWAPAN:

(a)       Bagi membantu golongan penternak lembu dan kambing di bandar yang tiada kawasan khas untuk ternakan, Jabatan Perkhidmatan Veterinar telah mengambil langkah-langkah berikut bagi membantu golongan penternak:

1.  Memberi khidmat nasihat kepada para penternak untuk menjalankan penternakan dengan menggunakan sistem intensif. Sistem intensif bermaksud ternakan sentiasa berada di dalam kandang dengan dibekalkan makanan secukupnya di dalam kandang. Ruang kandang dicadangkan untuk lembu ialah 2.787 meter persegi setiap ekor. Untuk kambing 1.394 meter persegi setiap ekor. Penternak juga perlu menggunakan teknologi hijau untuk mengelakkan berlaku pencemaran. Salah satu kaedah teknologi hijau ialah dengan menggunakan organisme berfaedah (Effective Microorganisma) yang dapat mengelakkan bauk busuk najis ternakan.

2.  Kementerian juga menggalakkan supaya penternak memberi tumpuan kepada produktiviti pengeluaran ternakan. Ianya bermaksud jumlah ternakan yang dipelihara adalah terhad tetapi hasil yang dikeluarkan adalah tinggi. Sebagai contoh seekor lembu susu yang boleh mengeluarkan susu sebanyak 15 liter sehari berbanding dengan lembu susu yang menghasilkan 5-7 liter susu sahaja sehari.

3.  Penternak digalakkan supaya memberi tumpuan kepada satu aktiviti sahaja. Untuk lembu tenusu penternak hanya memelihara lembu induk (lembu ibu) sahaja. Anak lembu yang dihasilkan akan terus dijual kepada ‘ladang lembu dara’ yang dikendalikan oleh ladang lain. Kaedah ini juga akan dapat menempatkan lebih banyak ibu lembu yang mengeluarkan hasil susu. Penternak hanya perlu membeli lembu susu yang baru daripada ladang lembu dara jika ingin menukar lembu yang tidak ada hasil atau untuk menambah bilangan lembu sesuai dengan kawasan yang ada.

4.  Kementerian juga menggalakkan supaya Penternak juga memohon kawasan rezab haiwan. Rezab haiwan adalah tanah milik negeri yang diuruskan oleh Jabatan Veteriner Negeri. Walaubagaimanapun kelulusan tanah adalah di bawah Kerajaan Negeri.

(b)       Kementerian Pertanian dan Industri Asas Tani sentiasa bekerjasama dengan kerajaan Negeri bagi membolehkan para penternak memohon untuk menyewa/memajak rezab haiwan yang juga dikenali sebagai padang ragut yang terdapat di negeri. Salah satu usaha yang dilakukan adalah pengenalan program ladang satelit kepada bakal-bakal penternak yang berminat tetapi tidak mempunyai kemudahan infrastruktur seperti kandang. Pada masa kini terdapat 53 unit daripada 67 unit ladang satelit yang telah siap dibina dan 26 daripadanya telah pun beroperasi (14 unit masih dalam pembinaan). DVS berhasrat untuk menambah lagi bilangan ladang satelit kepada 180 unti seperti yang telah dirancang sebelum ini dalam Rancangan Malaysia Ke-10.
